Skirt sewing...help!?

Can anyone tell me exactly how to go about ruching a skirt?

I can't seem to find out exactly how to go about going it anywhere, so any help is much appreciated! =]]

Looks like the skirt in question has Austrian curtain tape sewn to the inside:

Stitch down the two edges of the tape, and then gather by shortening the two heavier "strings" in the middle of the tape.

Could also be done by simple gathering and then stabilizing to a ribbon or cord, but that would not be adjustable. See the first chapter of Colette Wolff's excellent "Art of Manipulating Fabric", commonly found in public libraries.
