How do I sew on a tulle underskirt?

I have bought this paper pattern:

and I am in the middle of making the red dress. However, I want the dress to be very "puffy", so I have gone out and bought 3m of tulle, but I have no idea how to make a tulle skirt and attach it under the dress to make it "puffy". I am not sure whether I have bought enough tulle if I want it puffy like this dress: http://www.style.com/slideshows/fashionshows/F2008RTW/AMCQUEEN/RUNWAY/00350m.jpg

How many layers of tulle would I need to sew onto the dress to make it as puffy as that dress? I understand that I have to gather the dress AND the tulle, but I'm not sure how to sew it into the dress, and how many layers I need. A clear step-by-step would be great.

Oh dear. I do hope this is not your first major sewing project. First of all, netting will make the dress puffier than tulle, though it is not quite as soft looking. Using netting on the inner layers and tulle on the outer layers would be a great compromise. Second of all, it would help to know what size you are. I am about a 6/28, and when I made a puffy dress, I used at least 12 yards of tulle. Mine was not nearly as puffy as the dress pictured. One issue you will face is that the pattern itself is not made to accommodate that much poof-age. What I personally would do is use the top half of your pattern, and draft your own bottom half. this is easier than you might think, and will allow you to not have excess gathering showing on the "shell" of your dress.

PATTERN DRAFTING
1. Buy some drafting paper. I get mine from the local teacher supply store.
2. Trace all the bottom pieces of your pattern, with *lots* of space in between pieces. Use one color for this.
3. Measure about 2cm down from the waist part on each side. Make some sort of mark.
4. Now, measure about .75 meters out on each side at the bottom (along the hem). Make another mark.
5. Trying to keep the same curves as the original pattern (assuming you want the same shape, just puffier) connect the mark you made at the top, with the marks you made at the bottom. Use a different color than the one you used to trace the original pattern with.
6. Repeat for all pieces of the pattern.
7. Cut out and label the pieces as they were for the original pattern.
8. Now you will need to make a pattern for your tulle/ netting. Trace the modified pattern, then triple all the widths (along the waist and the hem, bot *not* the skirt length). Again, label these. I would write "tulle" on them somewhere.

CUTTING/SEWING
***I highly recommend making a muslin version of at least the shell of the dress, as there might be minor issues from your pattern drafting. This will also allow you to see how the shell of your dress will fit over the puff of your dress, and make necessary adjustments. ***
1. Cut out all pieces of the dress fabric. leave them pinned to pattern pieces for identification.
2. Cut out tulle. You can layer the tulle to about 6 layers per cut. I would cut at least 18 layers of tulle total per pattern piece, to achieve the puffiness you want.
3. Cut out netting. Once again, layer the netting and cut out 18 layers.
4. Cut your original dress pattern out of lining fabric.
5. Assemble the top portions of both the dress and the lining. Do not sew them together.
6. Gather your netting and tulle. You can gather about 6 layers at time, test this on scrap as all machines are different. Tissue paper may be useful to help your machine from jamming.
7. Pin your first sections of gathered netting to the linings of the same section. Just pin the parts at the waist- not the sides or the bottoms!
8. Sew netting to linings.
9. Repeat, pinning then sewing one gathered section at a time. First sew all your nettings, then sew all your tulles.
10. Sew your skirt lining panels together. Try not to catch the tulle in the side seams until towards the top.
11. Sew the lining top to the ling/tulle bottom. This should essentially look like a dress by itself.
12. Assemble the shell so that it too is a dress.
13. Right sides together, sew the lining to the shell along the neckline, the armholes and where you will put a zipper/ buttons.
14. Snip notches along all curves where the lining and the shell were sewn together, and press these so they lie flat if possible.
15. Turn inside/right side out.
16. Finish hems. You can sew the tulle and netting together where it was in separate panels if you want to, but it may not be necessary.
17. Put a zipper in. If you are up for a challenge, you could sandwich the zipper between the lining and the shell while you are sewing them together. I would not recommend that if you are a beginner.
18. Breathe. And enjoy your new, ridiculously puffy, crazy awesome, fantabulastic creation!
