How to get sewing machine's auto thread cutter to work right?

I have a Brother LB-6800 PRW sewing/embroidery machine. I have only had it a few days, and now the auto thread cutter isn't working right. It will cut the bobbin thread but not the top thread. Earlier it did get jammed up while doing an embroidery design, but seemed to work fine after we cleared it out. Now it isn't cutting the top thread on embroidery or standard sewing when manually pushed or set to do automatically. I have tried to adjust the tension but doesn't seem to make a difference in the thread cutting.
Have removed the bobbin and case, vacuumed entire area. It is still only cutting the bobbin thread. I did get it to cut the top thread only a couple of times while needle was in "middle" position instead of far left or far right. but 99% of the time it will not cut the top thread. And the cutting blade looks ok.

Don't screw with the tension.
Somewhere in the bobbin shuttle there is a bit of thread from when it jammed up doing embroidery. Take out the bobbin and remove the shuttle. Vacuum everything
