What is the best way to put small feathers on fabric??? (Halloween costume)?

For Halloween I am making a sexy indian costume. However i'm not sure how to attach the feathers on... the fabric that I am using is suede... but the feathers are really small... & would take to long to individually sew them on... I don't want to use hot glue bc it will be lumpy and messy. Any suggestions???
