sewing ruffles tutorial

How do you sew ruffles around the neck of a dress?
I hope someone creative is able to help this sewing reject. I have a dress pattern which is similar to the one below. I have struggled to understand how I might go about attaching the ruffle band around the dress which extends around the back. I have tried two different methods which have both resulted in the white elastic used to make the ruffle showing prominently on the outside of the dress.
I have tried searching Google numerous times. Many sites include tutorials about how to make ruffles; however, none address the method in which to attach them to a garment.

That's actually a flounce, not a ruffle -- it's segments of a circle sewn together, hemmed, and then sewn to the neckline.

In this case, I'd hem the flounce, then sew it to the neckline, wrong side of flounce to the wrong side of the dress neckline, then turn the flounce to the outside and press and understitch as if it were a facing. It looks like this particular neckline was also topstitched to make the "piping". Or there may have been piping inserted between the neckline and flounce to stabilize the neckline.

As far as ruffles and various ways to make them (as well as flounces, etc.), I highly recommend borrowing Colette Wolff's book (above) from the library.
As far as being a "sewing reject", some of the cheapest and best sewing lessons I've had have been to buy interesting and well made garments from thrift stores and take them apart. Now that digital cameras are so cheap, you can easily document the process and what you find.
