According to Singer, it's one of a lot of 210,000 15Ks commissioned in January through June of 1914 in their factory in Clydebank, Scotland.

Because there were half a kajillion 15s made, parts are pretty easy to find, and new parts are apparently still available.
BTW, I have a 15-91 made in the same plant in 1951, for the Singer Canada Centennial. A good, sturdy design, copied around the world.
You might also want to poke around in the "trade literature" collection at the Smithsonian online site... some fun stuff there.

Price is going to be really dependent on local market conditions... I paid all of $5 for mine. I've also pulled 15s off the curb the day before trash collection and gotten them going again with a little oil and a new needle.
