How do you make an elastic waist skirt?

Not gathered or something, but an actual elastic waist. What stitch and what sewing machine do I use {ex, regular, serger} and how?
Looks like you have to buy very thick elastic, make that into a circle, then gather or pleat your fabric and sew it to the underside of the elastic circle.
